UK Councils Intend to Dispose of Community Hubs and Leisure Facilities to Manage Finances

According to a recent study of municipal councils, UK councils are planning to offload community centers, athletic facilities, and shopping arcades as they bet on a rapid disposal of properties to stabilize finances.

Growing Fiscal Pressures Drive Asset Sales

The Key Cities Group representing second-tier cities in England stated that 60% of councils are intending to sell assets to cover the escalating costs of social services for vulnerable individuals.

Local governments have previously come under fire for selling playing fields and land to shore up their budgets, but they contend they must continue to generate essential revenue from asset sales or declare themselves bankrupt.

The group said that a high proportion of councils attempting to generate funds from a quick sale of assets marked “a clear change from 2024, when the majority (six in ten) of municipal officials stated they would focus on restructuring services and using financial reserves to weather increasing financial challenges.”

Detailed Cases of Proposed Disposals

Medway Council in southeast England said its asset disposal plan featured the disposal of a shopping centre in Rainham and a social club in another town to generate £20m over the next half-decade.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be sold under the plan.

Local Levy Increases and Broader Fiscal Strains

The survey of local authorities in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of councils will need to raise local levies next spring to address the growing cost of core provisions, higher levels of homelessness, and a persistent accommodation deficit.

The authority said it will proceed with asset sales after steep rises in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting creative strategies but some of these require time to achieve both improved services and cost efficiency,” stated Vince Maple.

He continued: “We face population challenges which will continue to add to the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

Countrywide Trends and Projections

Research of county councils this week also found council budgets being strained by the increasing figures of children and older individuals requiring Send support.

A network of councils said that local shortfalls will reach £4.4bn a year by the end of the decade, as they grapple to manage rising needs.

Ministers have delayed scheduled changes to the special educational needs framework until the coming year after a policy document outlining those reforms has been postponed.

Disadvantage and Financial Gaps

Based on the latest indices of deprivation (IMD) for UK local authorities, many key cities members were among the most disadvantaged in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the 2025 IMD measures,” said the report.

“Although only one key city is in the ten most deprived for disadvantaged communities nationally, urban areas are far more likely to be in the most deprived fifth of the nation. The data highlights the scale of difficulties facing local leaders across major urban centers in the next twelve months,” the report concluded.

“Local government leaders have been explicit about the need for a fair and sustainable funding system that reflects and responds to the real levels of deprivation and demand,” said a council leader.

“Lacking this, councils will continue to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their residents.”

A fifth of councils have reduced or weakened social care provision in the past 12 months, the survey revealed.
