The Former President's Progressive Alarm Misses Europe's Real Threat: Technological Stagnation.

The recent US national security strategy offers a misguided assessment of the European Union. The document asserts that open-border policies and what it terms "woke" agendas represent an existential risk to the continent's identity. However, this perspective is based on a serious misreading of the reality. The true challenge facing Europe is not cultural but technological and economic lag.

A Glaring Economic Gap Between the US and Europe

The data paint a stark picture. From 2008 and 2023, American economic output surged by 87%, while a mere 13.5% growth for the EU. During this time, EU GDP per capita fell from over three-quarters to just half of the American figure. Remarkably, even Mississippi now boasts a higher per capita income than several leading EU nations like France and Italy.

Currently, about half of the global top fifty technology firms are American, while a mere four are from Europe.

The Innovation Shortfall: The Core Question

This widening disparity is driven by stronger productivity growth in the United States, fueled by breakthroughs and higher total factor productivity. The scene of world technology leadership is decidedly US-centric. In the last five decades, hundreds of American startups have scaled into enterprises valued at more than ten billion dollars, versus just 14 in the European continent.

This disparity prompts a vital question: As the competition for tomorrow's sectors like AI, semiconductors, and quantum computing, what is Europe positioned? Most analysts concede it is largely a contest between two between the US and China, with European nations starting at a significant disadvantage.

Root Causes of Europe's Technological Lag

A number of key reasons explain this innovation chasm.

  • Venture Capital: The United States has a far deeper and agile system for funding startups. The EU has yet to establish a genuine capital markets union, a factor that caps the growth potential of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented rules hinder Europe. A American entrepreneur can introduce a product under a single regulatory framework to access a consumer base of over 330 million. The EU, despite a larger population size, is split among twenty-seven separate systems, creating huge market obstacles.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, business failure was historically met with stigma, whereas in the US, it is often considered a badge of experience.
  • Defense Spending: The US benefits from a deeply integrated innovation pipeline linking defense and academia. Europe's long-term lack of spending in military capabilities has weakened its capacity for pioneering research.

The Road Ahead: Grounds for Cautious Optimism

In spite of these hurdles, there are causes for hope. European leaders are increasingly aware of the existential challenge and have begun to advance substantial change. Notable reports on European competitiveness and the single market highlight the need for major changes.

With the right incentives and rule changes, Europe's strengths could support much higher levels of business-led breakthroughs.

Europe retains significant strengths: high-quality human capital, excellent schools and universities, and premier research institutions. Alongside a large internal market and high savings rates, these foundations could unleash a surge of venture creation.

Importantly, even if the EU does not take the lead in creating next-generation tech, it can still significantly boost economic output by implementing and tailoring innovations from other regions.

A Critical Juncture

The European Union now stands at a decisive crossroads. As the saying goes, economic erosion often happens "gradually and then suddenly". So far, Europe's slide in innovation has been steady. However, if it fails to take bold steps to tackle its structural weaknesses, today's gradual weakening could give way to a rapid and permanent loss of global economic relevance.
